My suggestions are as follows:
1) If it has several lord effects (all creatures of type X get +1/+1)
2) It has cost reducers, ex. all Rogue spells cost 1 less.
3) It doesn't have a ridiculous number of creatures of that type. For example, Humans, make up 20% of ALL creatures.
4) Other Tight inter-block synergy/Tournament powerhouse. Example, Vampires nowadays or Wizards
You basically have to govern yourselves though. Clerics, as a rule arent all that powerful, but there is a 3 card infinite life combo in there.
Originally, when we first did this, I made a strong case for angels not being "A" as most angels were expensive (mana-wise), they had no cost reducers and no lords, so 20 expensive creatures made for a slow deck. Turns out, in practice you can build a pretty strong angel deck, supported by Wraths and Pyroclasms and the like. So, any list you make, you will need to append to.
Basically, when building a tribal deck I start with, "the trick" and see if I can build from there. There are going to be a lot of creatures, and you have to have a way to deal with them. With the Myr Deck, it was Day of the Dragon, and Soulscour. For my illusion deck, its Ixidron and Pyroclasm. For Christian, its a Urzatron powered Storm Herd followed by a Coat of Arms.
